"Tentative Announcement"
Nuclear Energy and Proliferation in the Middle East

Recent international developments have sparked a change in attitudes, policies and perceptions towards non-conventional energy resources, including nuclear energy. Currently, a number of Arab countries are in various stages of planning towards possessing nuclear energy facilities. The introduction and the emergence of nuclear energy capabilities in the region poses a number of challenges pertaining to operations, management, safety as well as other aspects.

The meeting will likely focus on several of the following tracks:
• Developing an appropriate framework to regulate the spread of nuclear energy facilities within the Middle
East (and/or) utilizing other existing International frameworks (e.g. Euratom)
• The inter-relation between nuclear energy and nuclear proliferation
• The impact of emerging bilateral and multilateral nuclear partnership protocol
• The feasibility of establishing a dedicated nuclear fuel production cycle (e.g. an Arab cycle vs. a
   Mediterranean cycle)
• Physical security of nuclear facilities, environmental implications .... etc.
• Utilization of Uranium resources in the Middle East.
